Ichiro Onizuka is a skilled detective who is confined to a wheelchair after being injured in an incident that occurred right before his retirement. Armed with a detailed "city of memory" in his mind, he solves modern-day cases while recalling the cases of the past.

At the Shinjuku Higashi Police Station, veteran detective Ichiro Onizuka is confined to a wheelchair but possesses a flawless memory of Shinjuku spanning the Showa and Heisei eras. Using his internal "city of memory," he sets out to solve the neighborhood's many "untouched cases"—minor or overlooked incidents that standard detectives leave behind. Joined by aspiring detective Saki Toyama and elite career officer Keitaro Jin, the duo serve as Onizuka’s eyes and legs on the street. Together, the trio navigates internal police politics and the local secrets to bring justice to the forgotten victims of Shinjuku.

Ichiro Onizuka and Saki Toyama continue their work solving cases at the Shinjuku Higashi Police Station, but the arrival of a strict new chief, Kanata Azuma, threatens their operations. Opposing Onizuka's unconventional methods and constantly clashing with Keitaro Jin over investigation policies, Azuma brings a tense, disruptive friction to the Criminal Division.
