In the aftermath of World War II, Hong Kong sees the heavy influx of refugees: Between the 40's and 50's, there is a phenomenal growth with a great disparity between the rich and the poor. WEI-NAN lost his parents in childhood and lives in an environment of complexity. He brings up his younger brother WEI-CHI and sister MEI-FENG through personal efforts. But WEI-CHI, a loafer, wheels and deals for a living, much to the distress of his brother. Rich merchant TUNGKANG selects jewellery for his mistress YIN.HSUEH-YEN in a goldsmith, and is taken hostage when a robbery, occurs. While the thugs are entangled by the police, TUNG KANG jumps into WEI-NAN’s car and drives away from the hail of bullets on the spot. HSUEH-YEN, a beautiful and intelligent modern girl, has an illicit relationship with TUNO KANG, who is infatuated with her. His wife HSIU-CHU often quarrels with him over this, much to the annoyance of TUNG KANG……

Discovering by chance the bandits’ whereabouts, WEI-NAN secretly informs the police, leading to the arrest of the bandits, and gets a reward. WEI-NAN and his family are facing eviction as a result of the landlord's plan to repossess the premises for reconstruction. WEI-NAN finds TUNG KANG to be the landlord and developer when he comes to thank WEI-NAN for his bravery, having read this in the paper. When WEI-NAN refuses to accept money from him, TUNG KANG agrees to give up the reconstruction plan to allow them continued occupation of the premises, much to the delight of all. TUNG KANG and HSUEH-YEN pair off to attend the cocktail party for the opening of HSUEH-YEN's cosmetics company. HSIU-CHU deliberately attends it in full dress against TUNG KANG's objection, to exhibit her identity as his wife, much to the embarrassment of HSUEH-YEN……

Wei-nan decides to apply to be a police with Tao Chin. Although he is not familiar with the current affairs, he is still chosen to be trained, Wei-chi always shows off in front of his friends for his brother is a policeman. He therefore becomes the idol of the drop-outs. Hsiu-chu is spiteful to Wen-ching for she hates that TungKang is so nice to her. Jong, a friend of Hsiu-chu, blackmails Tung Kang. Tung Kang is so angry that he forces Jong to leave Hong Kong. Since there is rumor that. Hsiu-chu and Tung Kang do not agree with each other, Tung Kang prepares to hold a party on the twentieth anniversary of their marriage.

Tung Kang asks Wen-hui, who is jealous of Wen-ching, to go to buy clothes and jewelries with Wen-Ching for the party. Hsueh-yen pities Wen-Ching and is willing to look after list. Under the guidance of Hsueh-yen, Wen-ching becomes a novel girl now. On the night of the party, the dress of Wen-thing is destroyed by Wen-hui. Fortunately, Hsueh-yen has prepared another one for her. Since Wen-ching feels that Wei-nan is an honest young man, she volunteers to be his friend. But Wei-nan avoids her for he thinks he cannot match her. Wei-nan and Tao chin ate now the police. Tao Chin is smart and gets a rapid progress. But since Wei-nan is too straight forward, he can't win the favor of his comrades.

Wei-chi gets a dispute with Wen-hui and fights with the drop-outs. Since wei-nan handles it straightly, he is appreciated. The love of Ying and Chi-mei to Wei-nan is not rewarded. But Wei-nan and Wen-ching become good friends. Wei-nan is more confident while Wen-thing is more lively and mature. Wen-hui is jealous of Wen-thing for she has such a good boy-friend. So she interferes the date of Wen-thing and Wei-nan. Although embarrassed, they can understand each other more.

Once when Wei-nan is on duty, he saves a girl regardless of his own life. He is appreciated and becomes a C.I.D. too. Wen-ching is surprised and embarrassed when she finds that there is something between Hsueh-yen and her father. But knowing the true fact, she admires her.. Seeing that they are so friendly with each other, Hsiu-chu wants to marry Wen-ching to a rich man. Wen-ching is angry with it and brings Wei-nan home to show her standpoint. Although Tung Kang is happy to know it, he is afraid that Wei-nan is so honest that he may do wrong to him. Therefore he bribes Wei-nan with a flat.

Actually, Tung Kang is a smuggler of drug and Hsueh-yen helps her in his 'business'. Lei Ting-bang reports it to the customs but Tung Kang has destroyed the evidence before the customs officers come. In a dispute, Wen-hui is saved by Wei-chi who insults her later. Once when Wei-hui is lonely, she tells Li-chuan that she loves him. But Li-chuan has already known that love is only a play- thing to her. Since Tung Kang is angry with Ting-bang, he sends someone to disturb him, which alarms the police. Wei-nan decides to see to it.

Wei-nan is injured in an action. When Tao-chin visits him in the hospital, he hints that some police have got advantage and asks him to join them. Wei-nan refuses. Wei-nan is warned by Bai Li-shi, the inspector, not to act alone. He discovers that Ting, Liu get some dirty money from the triad society. He reports it to Bai Li-shi who shows no concern for it. Wen-hui becomes more unrestraint after Li-chuan rejects her love. But then she falls in love with Wei-chi. Once, Tung Kang comes across Wei-chi who is fighting fiercely. Tung Kang appreciates him and wants to get him under his service.

Wed-nan finds by chance that Bai Li-shi shelters the drug-snugglers and the casinoes. Wei-nan warns him and swears to be an honest and responsible police. He is also gathering evidence for Inspector Han to prosecute them. Wen-ching, however, discourages him as a police when he is frustrated. Tung Kang appreciates Wei-chi ever since he has become his subordinate. Wei-nan is surprised to find that Wei-chi has become so rich but is easily deceived. Once, Wei-chi is caught by police. Wei-nan asks him to tell him the chief behind the scene but Wei-chi refuses. Seeing that Wei-chi is so heroic, Tung Kang bribes the police and Wei-chi is released. Wei-chi helps Tung Kang to deal with Ting-bang successfully. Ting-bang yields to Tung Kang though unwillingly.

Wei-nan sneaks into a meeting of the triad society and is shocked to find that the chief is Tung Kang. So every time when he meets. Wen-ching he is feeling uneasy. Tung Kang is smart to know it and so asks Wei-nan to protect him so that he is not free to investigate more. Wen-ching thinks that she has done something wrong to Wei-nan and begs for forgiveness. Since Wen-ching is the daughter of Tung Kang, he does not tell her the truth. Wei-chi smuggles drug for Tung. Kang and is discovered by Wei-nan. Wei-chi asks his brother to spare him. Wei-nan is torn between brotherhood and his duty.

When Wei-chi wants to run away, Wei-nan shoots him with his rifle. He asks Wei-chi to reform but Wei-chi is too stubborn. Thinking that Wei-chi is innocent, Wen-hui begs Turg Kang to save him from being prosecuted. At last, Wei-chi is released. Seriously injured by others, Wei-chi still blames Wei-nan when he goes to visit him. Wei-nan is much disappointed and wants to gait his job but is not permitted by Inspector Han. Tung Kang gangs with Bai Li-shi to plot against Tao-chi who is asked to receive the drug for them. But then he is shot dead. Bai Li-shi imputes all the crimes on Tao-chi.

Wei-nan swears to take revenge for Tao-chi. On the other hand, Tung Kang sents someone to take a watch on Wei-nan. Wei-nan has become good friends with Hsueh-yen. What a pity that his good friend and his lover are the mistress and daughter of Tung Kang. Knowing that Hsueh-yen helps Tung Kang in his importing business, Wei-nod photographs their documents secretly. However, they are all written in. abbreviations, Wei-nan is puzzled. Hsueh-yen tells Wei-nan frankly that she co-operates with Tung Kang and asks him to stay away from this affair. But Wei-nan is willing to take this risk.

Tung Kang wants to marry Wen-ching to Wei-nah so as to stop the investigation. Wei-nan is not moved. Knowing what her father has done, Wei-thing asks Wei-nan to spare Tung Kang. Wei-nan is in dilemma. Feeling that Hsueh-yen loves Wei-nan, Tung Kang stops to tell her things of importance. Tung Kang plots against Wei-chi so as to force Wei-nan to give him back the documents. Without knowing anything of it, Wei-chi, who kills a man, is under arrest. Wen-hui worries about Wei-chi for she is now pregnant. For the sake of his brother, Wei-nan agrees to give him back the documents when .Wei-chi runs away. Having noticed what it is, Wei-chi, who goes to settle it with Tang Kang, is killed. Wen-hui has a miscarriage.

Wen-ching is no table to move Wei-nan to spare his father. Knowing that Inspector Han has brought a commissioner to Hong Kong to deal with him, Targ Kang wants to kill Wei-nan to destroy the evidence. Wei-nan, who knows that he is in danger, convinces Hsueh-yen to be the witness of this case. Moved by the righteousness of Wei-nan, she gives some hints to help him. Thinking that Hsueh-yen betrays him, Tung Kang kills her. In a confrontation with Tung Kang, Wei-nan gets the evidence. After he has escaped from him, Wei-nan asks Wen-ching-to give the evidence to Inspector Han. Tung Kang kills Bai Li-shi in a discussion for what to do. Will Tung Kang be arrested?
