A man is found dead, shot in the head, in his car near a beach. The precision of the shot suggests an execution carried out by a sniper from a significant distance, leading the investigators, Faraday and Winckler, to search for a long-range shooter who is causing panic in the city.

An emergency doctor is found killed by a bullet in the back of the neck after being tortured. Shortly afterwards, the body of a former journalist is found and he had also been tortured before being drowned.
