Detective Kizaki meets with former partner Saimi after learning of a possible bribery scandal within the Ministry of Foreign Affairs.

Lone wolf detective Kizaki prefers to go at it alone and begins investigating the suspicious Ministry of Foreign Affairs staff members by himself.

Kizaki discovers a lead pointing to an unprecedented level of government corruption, prompting higher-ups to push for his cooperation with Saimi.

Kizaki and Saimi become irked with the police department's lack of cooperation. Could it be the corruption runs closer to home than first thought?

After their prime suspect comes in for voluntary questioning, Kizaki and Saimi find themselves back to square one of their investigation.

After all his digging, Kizaki realizes he may have uncovered what could be the largest government corruption scandal in Japanese history.

Fearing that the roots of the scandal run far deeper than initially thought, Kizaki turns to the only person he can for answers: Manase.

Kizaki has all he needs to finally close the case but quickly realizes that evidence does little in the face of widespread government corruption.
