Samy finds himself — much to his surprise — part of the French Commission delegation at the European summit. He realizes his usual tactics won't work here. He needs to get his hands on the badge that will grant him access to the coveted upper floor...

Prodded by Valentine, Samy tries to get to grips with how a European summit works. He realizes that the environmental crime office project championed by his Commissioner is not getting the attention it needs, so he decides to raise its public profile. Ultimately, however, events spiral out of his control...

Samy discovers the complex negotiations of the European Council. He is disappointed his proposal for an office to combat environmental crime has been sidelined.

Samy believes he has succeeded in securing the creation of an environmental agency, but the French ambassador reveals the remaining bureaucratic hurdles that make the project all but impossible. His commissioner, Valentine, is considering heading the agency herself...

Samy races against time to save his project, but he is betrayed, and the summit ends without a conclusion. Realizing he won't get accreditation next time, he decides to stay hidden inside the Council building while waiting for the next summit...

Valentine is looking for Samy everywhere. He continues to hide, living like a hermit in the Council building, hoping to save his environmental agency project.

Valentine transfers Samy to a new position that he doesn't like. He tries to get out of the situation, but Valentine sabotages his efforts.

A new summit begins without Samy. The leaders seem on the verge of agreeing, but a political about-face in Germany brings everything to a halt. Samy sees this as an opportunity for a triumphant return...

Samy succeeds in getting Parliament to exert political pressure on the summit and encourage a solution to the crisis within the Council. He triumphs, but Valentine reaps all the credit.

Samy agrees to let Valentine take all the credit for saving Europe. She is hailed as a heroine, while Samy returns to his post at Parliament — satisfied, yet unrecognized...
